Just a white shirt, black trousers and maybe heels to make it a bit more feminine? It's fun, you don't need to take it mega seriously or anything so I wouldn't worry if you don't think you look exactly like the person, just pick up on their main features. Like if you went as Charlie Chaplin, you need a silly moustache and a hat so the rest of the outfit is more of your own working.
