Well, its not really an offer, more like a warning of one The Admissions Tutor for the department of psychology emailed me telling me that he was so impressed by my application that he is writing to let me know that the university will be officially making me a conditional offer in the near future and if i had any questions i shouldn't hesitate to email him. I figured that counts for a near offer
