I think both would be fine. You can just run a search on UCAS for Law and International Relations, but to save you time I've done it for you:

As well as that, certain universities e.g. Keele have dual honours systems where you can combine two subjects... although even though at Keele you can combine something with Law, that's not the case with most unis where you can just do single honours. A joint honours law course is pretty good too, though (that's what I applied for at first, but then changed my mind!)
