I actually neg people for that, if it's no good reason. Can't stand it when it's banal "zomg mod i hate u" ****. In my case I analyse my demonstrations.

I can see skyhigh getting annoyed with the spamming going on here, so I better keep it short, but that's good of you...I could give you some friendly examples of such protestations from users.. Then again, you did use to be a (fantastic ) mod yourself, so I'm sure that's not necessary haha!
I neg rep idiots so I usually don find it hard to give neg rep
that said i prob only rep 2 times a week and it can be annoying if i wanna rep 3 people on the same day but cant. usually i dont bother to go back the next day so i dont bother giving it in the end
maybe we should have a system of 7 reps in a calendar week as opposed to 1 a day for this reason?

I got a little bit of payback neg when I left. While I was a mod actually I got none that I can think of for that reason. Used to get lots of pm's from people saying sorry, whoops, that kind of thing. You know it makes sense.
One thing I do find interesting is people's motivations for negging are not always as obvious as one might think.

People saying sorry is an occasional one, it hasn't happened often, but when it does, it makes it all a little more worthwhile!
Yeah, I'd agree, on the other hand, I rarely get negged, 3, maybe 4 times since I joined, all but one being neutral. When I see/hear about others neg though, there is something that clicks in my mind thinking..was that really the reason?
I rep if I get repped (which is never...) I've never negged someone, no real point. Most who deserve neg rep are just trolls and end up leaving. But I constantly get negged when disucssing opinions. Silly me, my opinion is wrong, I should have known that! Seriously I was on a green gem and suddenly went to like -40 within a few seconds.

Statistically, just less than 15% of the reps I've given have been negative. Nearly all of them were from when I was a n00b (they weren't even worth anything anyway..), so these days I'd say about 1% of the reps I give out are negative. It only happens when someone really annoys me, which isn't often.
