1, I think the option is number 2, but its basically obvious.
2. Id advise you put down the grades that you are predicted

I am filling UCAS aplication and want clear out two things:
1. What should i choose in student support section, if I want to get govenment loan (I am applying to England's Universities)?
2. What should I write in section "predicted grades"( I am not from UK)?

I don't know about the first one, I'm international as well but there was an option for us. And the second, ask your teachers what the predict you'll get...

1. I thought option 2 is for people who live in England (and I think Wales and Northern Ireland as well) who are going to university in England... I'll look it up though.

Are you within the EU or outside the EU?

EDIT: You've probably looked at this already http://www.ucas.ac.uk/students/wheretostart/nonukstudents/money

your tutor needs to predict your grades for you.this needs to be done as your original qualification -- there is no need to attempt to convert it into a level or equivalent. If you're taking an uncommon qualification, your referee should explain this briefly in their reference.
