UN Reform-Security Council
Germany would like to resurface this issue and draw attention to the Brazil-India-Japan-Germany draft resolution, the G4 proposal.
Germany also stresses the importance of the upcoming Sepember Summit and believes that the adoption of the G4 resolution will be beneficial to the UN membership and the UN as an organisation. It is imperative that we as a world community take decisive action now. Anybody who wants the Security Council to play a decisive role in the promotion of peace, security, human rights and democracy will in the end realize that it can only do so if it becomes more representative, legitimate and effective in the immediate future. -
India stands with Germany in persisting for the adoption for the G4 resolution. The world has developed since the UN has formed and thus the organisation must adapt in order to reflect this. The Security Council should be restructured in order for a better representation of member states, and hence a fairer discussion of issues bought to the UN.

India motions that the Security Council permanent members should include all continents of the world - both Latin/South America and Africa are not represented currently. Given the influencial power of Europe, we feel a further seat would be well suited to this continent.(Original post by Vienna)
The United States supports the promotion of India and Japan as a permanent Security Council members. -
The Security Council is not intended to be a body of representation, like the General Assembly, but a body of executive power. Accordingly, the United States can only justify the addition of India and Japan to the existing 5 permanent members.(Original post by Prad)

Saudi Arabia supports limited reform of the Security Council at this time, hence we support the elevation of India and Japan to permanent membership, and ask that Germany's membership be considered. However, we emphatically oppose any attempt to deprive the United Kingdom or France of its veto and permanent membership, seeing as they are both significant powers and economies in the world.

It would be irresponsible to accept a third 3 European member while the political future of the EU remains unclear. The United States would welcome consideration for our Australian friends(Original post by PadFoot90)
Denmark would agree with India, Japan and Germany, and suggests Australia be considered. -
The Russian Federation supports the end goal of increasing effectiveness in the United Nations and is concerned if increasing the number of Permanent nations will acheive this goal. We now support bids for both Japan and India and would also consider the possiblility of the appointment of an African nation. We would like to stress the importance on acheiving these goals by finding the best available methods rather than meeting deadlines. Unless there is a substantial majority of United Nations members in favour of a formula for expanding the UN Security Council, we feel that these proposals should not be bound by deadlines, and will push to continue consultations to find a formula that best bennefits the overal cooperation and effectiveness of the United Nations.

China believes that Security Council reofrm should not be rushed, and that each state wishing to become a permanent member of the Security Council first achieve a broad concensus within their region. As far as China is aware, Japan has not achieved such backing.
Considering that two thirds of the world's population lives in the developing world, and that over 5/6 of UN member states are from the developing world, China thinks it appropriate for the Security Council to limit its enlargement to the developing world and not add yet more countries that are currently dominating the world's political and economic system. China is willing to support the permanent membership of one or two states from Africa, two states from south Asia, and one state from Latin America. Each of those regions should come up with concensus candidates for these important positions. -
Saudi Arabia does not support the removal of the veto, as it does not hold that all nations are equal. Some nations are more powerful and populous than others, and this should be reflected in the Security Council. Sweden would like to start a debate on the removal of the power to veto by all nations on the security council which currently have it.
