not racial seems like the op Ed Lapiz was just attempting to make filipinos not feel out of place that's all it was, and that their skin color shouldn't make them feel awkward.

It's not racist, just arrogant. Bascily: "don't worry Filipinos, the whites, who's lifestyle you may want to emulate, want to be like you! So be happy, you're special!"

With 17 no's, I think you should be able to conclude the answer is no.

It's not racist, it's kind of true. In some cultures, dark skinned people are obsessed with making their skin lighter, and in others light skinned people are obsessed with making their skin darker. Clearly the ideal colour is somewhere in the middle.
Talking about skin colour and differences between cultures is not racism. This is an interesting insight into one part of Filipino psyche.
