Taxation policy help...

i study management so i'm a bit slack on political theories

i am writing about the 50p income tax and have analysed it economically and philisophically but i feel i haven't applied enough political theory. can someone help me as i'm struggling to see what theory i can apply...

any help would be greatly appreciated. thanks guys

Try thinking about it in terms of capturing votes. Ie in the UK, the 50p tax rate will most likely affect almost exclusively fairly hardcore conservative voters. Labour have nothing to lose electorally by annoying a lot of these guys as they're a lost cause - because of their class base, the political benefit of, say, better funding for education outweighs the political loss that comes from taxing the rich. And vice versa for the Conservatives.
