I've just checked the course list on extra and when I checked the list for international students, the course that I want to apply for has an x next to it but it doesn't on the uk list.

If the uni doesn't fill all the places, will they spill over for the uk applicants to apply for?

No, the reason the difference exists is because of funding. The UK government will only provide the funding for a certain number of UK/EU places. A university must remain within the quota that has been set by the government or it will be fined. International places do not require government funding and so a university is able to offer as many international places as it likes.
