I do get what you mean. I've never actually thought about this but I understand what you mean.
If one candidate hit the quota then the second preferance could put a second person above the quota when the second preferences of say all the ballot papers for the first candidate said exactly the same person but have now been dismissed because of the first preferences on those ballot papers.
Confusing, but how do they do it :/
