Here are a few links which offer information on STEP:
http://en.wikipedia.org/wiki/Sixth_Term_Examination_Paper
http://www.maths.cam.ac.uk/undergrad/admissionsinfo/admissionsguide/text/node6.html

If you're planning to take the STEP exam then you'll want to work through past papers and possibly the 'Advanced Problems in Core Mathematics' book (the latter is provided at the second link I gave).

I think everyone's "alllowed" to do a STEP paper  , but you need to get your school to register with the examining board (probably OCR) as a STEP exam centre and I imagine there's a fee for entering candidates as there is with standard subjects.

Are you currently studying for A Levels, and has your school / college ever entered anyone for STEP before?

You probably don't require it, but I'd only advise doing STEP if you are heading for an A in A Level Maths. I did STEP I in June and it was pretty hard, and I got a 3 grade.

Grades are given as followed:
s= outstanding, 1= very good, 2= good and 3= satisfactory.
