OP i guarantee you don't eat as much as you think you do. You must eat a lot of food (about 3500 calories) and lift high weights on low reps (5 max then change to heavier weight) to bulk.

I've been in the same situation, it didn't help I went to the gym, lifted weights but did a load of cardio and werent really eating, thats when I was younger and didn't really know what I was doing. Now I'm eating 8 meals a day, roughly 3500 calories a day, but I now have to bump that up to about 4000-4500 because I now have to bike to the gym most days so in order to gain the weight I have to ensure I'm not burning them al up. I don't kill my self when I'm biking though, just lightly. On the days I'm not biking though I'll eat about 3000-3500 as I'm not burning the calories as much. You really need to eat alot of carbs and calories. Tuna and eggs are my thing, I eat about 3 tins of tuna a day, three eggs in the morning, brown and white bread, cereal, chicken brown rice, MILK! You want to buy some whey if your lifting weights, and instead of casein, buy dry skimm milk powder, as milk is mostly casein (80% casein 20% whey) dry skim milk powder is the same as casein protein powder, just cheaper I've found, but theres no way around buying whey protein powder, so I have to buy the proper stuff, its not that expensive though. Just do what I do, casein and whey shake mixed as soon as you wake up, lots of calories and carbs for breakfast, and eat every two-three hours on. I write everything down that I eat, so I know how much I'm getting and if I'm not getting enough, I'll adjust. I find it easier that way than having to remember everything. If your going to be lifting, you want to eat 1.5-2.0g of protein per pound of bodyweight, so you don't gain too much body fat, don't really worry about carb counting at the moment, as youre going to be bulking. worry about your carbs when your cutting (a whole different situation).
