The difference between course titles is usually indicated by the modules on offer, and there is significant overlap. There is also little standardisation of course content between institutions, so IPT in one place may be available as IR in another place because of the modules you can chose. More specifically, the clue is in the title, modules are likely to be more grounded in political theory as used in the international sphere for IPT and essays will be applying theory to events and actions. Whereas IR is likely to be much more event or location focussed and more flexible in approaches, allowing pure historical analysis, sociology, philosophy, regional studies etc to enter the debate.

Of those four universities, none has a standout reputation for IR, although Bristol is probably the most active when I recall BISA participants and the like (which isn't a comprehensive assessment!). You should look at which one best fits your academic interests and domestic needs ie accommodation, travel etc.
