Credits needed to pass?

i'm a bit confused, i'm currently doing 3rd year resits, i failed 84 cats points, and i am only allowed to retake 60, and if i pass those 60 then i'll pass the year. that bit i get but from what i understand an honours degree consists of 360 cats points, and a regular degree is 300. but my total potential points for level 2 and 3 only adds up to 240, so does that mean that level 1 counts in terms of points even though it doesn't in terms of grade?

which would mean i'd have 240 points from level 1 and 2, and that i need 60 from this level to get the regular degree?
