I think it was a stipulation with apple that they said anything released under podcasts were free, but audiobooks cost money, but i'm not entirely sure if that's correct...

Because not many people would listen to them if they weren't?

People are cheapskates, I don't particularly want to pay money to listen to something that could essentially be read for free on a blog post. In fact I barely listen to pod casts as I find them inconvenient.
With fan postcasts, it's just because they love the topic and enjoy podcasting. Commercial podcasts will act as a form of publicity for the money-making side of the business (e.g., a printed magazine, advertising on a website that gets more traffic as a result of the podcase) and there's also the pressure to keep up with rivals making podcasts to maintain market share.

And yes, as ExcessNeo says, the audience for paid podcasts would be much, much smaller than that for free ones! :p:
