If you had to design a constitution...

If you had to design a constitution, how would you ensure that minority rights were protected, but the will of the majority was also respected?

I really don't know how to answer this. If the majority of people wanted all mosques to be shut down, for instance, and there was literally protests/strikes every day about it, what could you do if the constitution forbade this?
