They were actually projecting it to be undersubscribed the last time I spoke to someone there. The same thing happened a few years ago when they added a course ... I can't remember which.
It's possible that they might give a few offers out to people they 'reject' from other, similiar courses, such as Medicine and Biological Sciences if it is undersubscribed.
I think it'd be hard to turn Oxford down, even if you hadn't got into the EXACT course you wanted. -
