You could look into doing a degree at the Open University or possibly do a BTEC/HND sort of thing?

-Learn HTML, CSS, PHP Java etc and some other programming languages to an advanced level.
-Learn how to set up forums, chat rooms, other features that someone would want on a site.
-Buy Adobe Photoshop and learn how to use it and make spectacular graphics
-Learn Flash, shockwave and perhaps learn how to use dreamweaver.

Then make a porfolio website. Also at your college or any close colleges is there any part time classes that do Advanced Web Design, or theres also distance learning courses you could do, I found them when I was looking for them which you could do that will give you some web design related qualifications.
