i just wanted to know that if i chose a course on ucas extra can i then officially decide not to do it after i got my A-level results or am i in a legal contract to go to that uni?

Yes, you can decide that. You can't necessarily apply to another uni in this cycle, but just by accepting an offer you're under no obligation to go to uni.
