Why do you need to know?

Local anaesthetics like lignocaine enter sodium channels in nerve axons and block them, so that the nerve can no longer conduct (and you can therefore no longer feel anything in the region supplied by that nerve).

General anaesthetics are administered systemically and their mechanism of action is unclear. They seem to have a lipophilic site of action though - possibly they work through NMDA or GABA receptors in the CNS (it's all still very unclear).
