B370 - Motorway speed Limit Bill
B370 - Motorway speed Limit Bill, TSR Government

Motorways are currently limited to the same speeds as Dual Carriageways. Yet, motorways are relatively wider, straighter and are universally capable of supporting greater speeds. While the Association of British Drivers (ABD) believes the real effects on road speed, environmental damage and most importantly road safety would be non existent to minor, (link), it believes that an increase of motorway speeds would in fact benefit our economy overall and vastly reduce the percentage of drivers habitually breaking the law.

BE IT ENACTED by The Queen's most Excellent Majesty, by and with the advice and consent of the Commons in this present Parliament assembled, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the House of the Spiritual and Temporal Lords, as follows:-

    1) Raising the Speed Limit

    (a) The Speed Limit for Motorways is to be raised to 80 miles an hour.

    (i) Individual stretches of Motorway deemed unfit for traffic travelling at the speed of 80 miles per hour shall be limited to 70 miles per hour, as assessed by the Highways Agency. Such assessment will take into account the advice of interested and relevant bodies e.g. Local Speed Partnerships, RAC, Green Flag etc.

    2) Commencement, Short title and Extent

    1. This bill shall extend to England; and
    2. Shall come into force six months following Royal Assent;and
    3. Shall be passed to the Welsh Assembly Government for their consideration; and
    4. Subject to changes made by the National Assembly for Wales; and
    5. Subject to an affirmative vote shall come into force on the sixth month following Royal Assent;and
    6. Shall be passed to the Northern Ireland Executive for their consideration; and
    7. Subject to changes made by the Northern Ireland Assembly; and
    8. Subject to an affirmative vote in accordance with the conditions specified in Section 4.4 of the Federal Britain Act (2010);
    9. Shall come into force on the sixth month following Royal Assent;and
    10. Shall be passed to the Scottish Executive for their consideration; and
    11. Subject to changes made by the Scottish Parliament; and
    12. Subject to an affirmative vote shall come into force on the sixth month following Royal Assent.

Yes, if you get sort out the ridiculous section 2. Otherwise no, since not only is the section ridiculous for even a devolved issue - the issue is not a devolved one.

Would be nice to see a Royal Crest on there, in addition to the above formatting concerns.

    Other than that, Aye!

Is it devolved to Northern Ireland?

I don't think so, but Section 2 incorporates the Federal Britain Act which went with the reset.

Is it devolved to Northern Ireland?
It is, to the Department for Regional Development, which oversees transport matters.

Even so, I'd like to see the end of a Bill presented as shortly as possible, so for something fully devolved:

End of Bill XPart II: Miscellaneous
    4 Commencement
    (1) This Act shall come into force on the 1 July 2011.

    5 Extent
    (1) This Act extends to England.
    (2) This Act shall be passed to the Scottish Parliament, National Assembly for Wales and Northern Ireland Assembly.
    (3) Subject to changes made, and affirmative votes, in the relevant jurisdictions, this Act extends to Wales, Scotland and Northern Ireland.

    6 Short Title
    (1) This Act may be cited as the - (I'm not letting you know which forthcoming Bill I copied this from!).

From this, Commencement can be skipped if it's coming into force immediately.

Anyway, I'll stop being a nitpicky little thing and let the debate get back on track.

Why not remove it completely? fast moving cars, always moving reduces pollution... or so I heard :ninja:

It's a start, but I'd much rather see no speed limit in the motorway.

We thought about it but instead decided to go one step at a time. We were unsure whether an autobahn style motorway would suit us or not.

This has my support unless anyone can bring to my attention a reason against. I also feel that no speed limit would be dangerous, but a high limit is good.

I told him to do section 2 like that and as such take full responsibility for it - just me being stupid

I thought it strange since not all bills were using that and since part of it was voided by the reset I won't be using that again. I'll just be sticking to the old short version.

Sometimes it's needed and sometimes it isn't. I thought it was here, but clearly I was wrong. I generally don't care about it too much, but recently many people have commented on the extend sections being incorrect so I thought I would try and pick it up but meh
