Two Quick Accommodation Questions!

Hi everyone, just two quick accommodation questions:

1.) Are accommodations assigned on a first come first serve basis? If I turn in the form sooner rather than later, do I have a better chance of getting one of my higher preferences?

2.) Once I am offered accommodation, can I decline? (If I decide to live off campus, etc.)

1) No, you have the same chance of getting your preferences whatever time you apply.
2) Yes, you can decline.

I contacted the accommodation office a while ago asking if the accommodation was first-come-first-served. This was the response.

'Thank you for your email, the Application forms for the 2011/12 academic session are now available online; the deadline to apply is the 31st August 2011. The sooner you apply the more chance you have of being allocated within 1 of your 3 preferred halls. However there is no guarantee that you will be allocated one of your preferences.'

Take that as you will.
