I think your best bet is contacting some modelling agencies, send them some photos, maybe get a portfolio together and see if they can hep you.

I think you need a portfolio, which I believe don't come cheap! You could always try hanging around fashion events in the attempt of being spotted (minimal chance though unless you have incredibly striking looks).

Well the first thing I'd say is that it's an incredibly hard industry to get into, first thing to do is ask yourself if you can realistically make it as a model. If you are under 5 foot 7 for example, I would just say to forget it. It might sound harsh, but if you go to agencies they will criticize everything about you.

Anyway, if you realistically think you can do it it is worth getting some photos done to start building a portfolio. They don't have to be professional, but a decent head shot and body shot is good. Then you can call up (reputable) agencies to ask if you can make appointments to see them.

too short for just about everything you listed as wanting to do. Sadly the only real openings for 5'6 models are at talent/extras agencies, who can get you work as an extra (which is awesome fun trust me) or promo girl kind of work....or alternatively you get over the idea of getting your kit off and do either glamour or art nude (depending on your "look" and figure)

Even if you were tall enough, lots of fashion models have to pose topless at some point, happens a lot more than you think.

    Don't get a portfolio done!
If the company likes you and wants to represent you then they'll do one for you.
Just be persistent and send simple pics (no make up, hair away from face etc) to different companies.

just out of question, what is the minimum height you need to be for male modelling? I went to the 'clothes show' birmingham when I was 15 (my sisters birthday treat for the fam lol) .... and some guy from models1 talked to me and said that when I get older and taller i should consider getting in touch with them. back then I was 5'2 haha. Im 19 now and 5'11 ... just over 6' with shoes .... and well, bigger in general. not that it matters but im indian as well ....
