New Degree?

I'm 22 years old I have finished my bachelor's degree but I had two exams which I did quite terrible in. I think I lost my 2.1 and the best I can hope for is a 2.2.
I am seriously considering doing another degree that starts this year before the new tuition fees apply. If I want to do a masters, the ELQ fees will not apply right?...
Also do I really need UCAS to apply through clearance, I've been looking around other threads and I get mixed responses.

No, ELQ fees won't apply to you if you do a Masters; ELQ fees are only for those who are taking a second degree which is equivalent to or lower than the highest qualification you already hold.

I'm not sure on the full application process for masters degrees, but I believe you need to apply through UKPASS: http://www.ukpass.ac.uk/

I would certainly check with your prospective universities first regarding their entrance requirements and whether they'd accept you at this stage. Good luck!
