The UN use it and they have used it to identify genocide, past and present.
Based on the common consensus as defined by identity. Otherwise, we could argue the mere presence of atheists and/or secularists is genocide against 'British cultural values' because a small portion of British Christians say so. Luddites may say the introduction of technology is genocide against 'British cultural traditions'. People may also argue the introduction of gay/'interracial' marriage is genocide against 'British cultural traditions'. And so on.

Unless those who identify as native Britons reach a consensus that any given policy/event is genocidal, it is not considered to be such by any political body.
