Help with essay needed - German Foriegn Policy - please help!! :-)

Hey everyone - I've been given the following essay:

'What Factors Determine The Character of German Foriegn Policy 1890-1914' (i.e. after Bismarck, Caprivian time).

I know all about the foriegn policy events but have no idea what the questioin is really asking. If it's asking WHY the policy was so brutal and heavy-handed (which I can derive from all the events which occured but cannot twitter on about it is the essay because it would not be answering the question) I have no idea. Because Caprivi and Bismarck were just different?!?! Any help MUCHLY appreciated!! xxxxx
I've just done a bit on this when writing up random lecture notes

Not sure how helpful this is:

1 - Caprivi believed that Bismarck's system of Alliances to preserve peace is not sustainable.

2 - With the worsening of the international political situation, Germany's increasing isolation was becoming more of a problem - was the failure of the Reinsurance Treaty a disaster?

3 - Encouraged 'encirclement'
