That happened to me for like two years, and then I tried to play it again last week and it works fine now so I've been playing it everyday. I have absolutely no idea what changed, but I know how frustrating that is. I hope it gets fixed!

They will be sending me a replacement free of charge.
It's due to arrive on Tuesday/Wednesday.

All games have loaded up fine so far, but Fallout 3 just crashed as I brought up the Pipboy
Also crashes when I use VATS.

After more research I found this fix since I have more than 2 quad cores.
Apparently the game has issues running if you have more than 2 cores:
