It happens both before and during it. It's annoying/embarrassing when you get the urge to scratch there in public!
Is there any way I can stop the itching?

    BTW - I'm 17. Bra size 32E.
5'5 ~118lbs. First started periods at the age of 9 - If this info is relevant :-)

There's nothing to worry about here at all. All it is is that your body increases production of progesterone, this can and usually does cause breast tissue to feel tender and sore. If the aching gets too much for you, take a couple of paracetamol/ibuprofen and avoid caffeinated drinks, stick to water instead. As for the itching, I'd recommend you to buy an emollient cream (hypoallergenic preferably) this should soothe the area and reduce the itching.
