I'm not sure they are worth UCAS points. They're worth their own "CATS points" which is the same as a first year at uni.
Don't count me on this though, my course is worth 120 CATS so that's how I know :P sorry I couldn't be more help

Oh, also! A-levels are level 3 and a certHE is a level 4.
