I have recently bought a new laptop, with very high specifications, and sometimes play GTA IV on it. Although it can run GTA IV better than most of the other computers it still can't run it like a console. Is there a way to increase system performance by increasing the graphics usage. The graphics option in GTA IV shows resource usage of 967/985 mb in my computer. Is their a way to increase the limit of 985MB.

My computer specs are as follow:
    Intel Core i7 - Quad Core 2.2GHz
    RAM: 8GB
OS: Windows 7 Ultimate (64 bit)
    Graphics: NVIDIA GeForce GT 540M
    Total available graphics memory: 4096MB
    Dedicated video memory: 1024MB
    Shared system memory: 3071MB

Sadly not, I'm afraid you're limited by the hardware.

    Your graphics card is poor.

    GT540m

I had a ATI 4890 1GB XXX ediiton and I still couldn't run it on maximum settings.

No, you cannot increase the ram amount on your graphics card. It's fixed. It's not virtual memory.

My can run, it works fine, it is playable, but it doesn't runs as smoothly as a console runs.

Smeemi pretty much summed it all up. The performance you're getting now is as good as you can get out of your laptop. On a desktop an upgrade could have been a possibility, although upgrading branded machines e.g. Dells etc... can be fiddly with more than one part needing to be replaced.

GTA IV is a poorly coded/ported/optimised game for PCs. Even those with high end computers were experiencing low frame rates at launch.

I've heard even some new cards struggle to cope with GTA IV.
I could run it on a desktop 800gt card, (about 3 years old) but not at high settings.

If you compare GTA IV running on a console and on a PC side by side you will be able to see why it runs better on a console. The graphics quality is lower and the resolution will be 720p max, add to that a bad console port to PC and yes, consoles will run the game better.

With my GTX 460 I can only play at just over medium settings whilst still achieving a decent framerate. It would take some serious power to max it out.

GTA IV is a bad port. I have identical specs as a friend and while I can get decent performance he cant even get above 30 FPS.
