    I'm pretty sure that you have to do four years for Biochemistry. (It's different for some other courses.)

    From what I can see the course has to be the entire four years (as opposed to, say, maths, where you can supplicate for a BA after three instead of the MMath after four). If you were careful you could try claiming to the scholarship body that, since 4th-year students have quasi-graduate status in most colleges (membership of the MCR, for instance), the first three years could be considered eligible for the scholarship anyway? Would be a bit tenuous, though.

    If its anything like other sciences you can choose after you start to do a three year Bachelors course

    I don't think it is; for instance on the Oxford undergrad courses page physics is listed as BA/MPhys, maths as BA/MMath, but biochem is just MBiochem (hence my post above).

    Do colleges offer academic grants for books and software? In particular Balliol. If so how much?

    Don't know about Balliol specifically, but generally colleges have some kind of book grant (and Oxford being Oxford there shouldn't be too many books you need to buy, though it'll depend on your course).

    I think you will find that that this relates to what existed before the invention of undergraduate masters.

    If there was a 4 year BA, then there is now no 3 year BA option. If there was a 3 year BA, there is still a three year BA despite the invention of a 4 year undergraduate masters.

    Similarly, you cannot leave chemistry after third year: you can only take the four year MChem option.

    Somebody at Merton: this will seem stupidly specific, but I could do with knowing because of disability. How many floors are there in the first-year undergraduate accomodation?

    Some ground floor, some first and some second. There's a guy in my year in a wheelchair, so everything is pretty accessible now.
