    (SC) 2011/17: Concerning continued humanitarian crimes in Syria
    A new resolution from the representative of Australia. It was first put to the Security council and it passed.
    It now is presented to the General Assembley.

    Resolution 2011/17: Concerning continued humanitarian crimes in Syria

    Committee: Security Council
    Proposed by: Australia

    Deploring the use of unrestricted violence in Syria,
    Alarmed by statistics suggesting over 5000 people have been unlawfully killed in the nine-month long suppression,
    Noting the current inaction of the United Nations on this matter,
    Further noting the actions of the Arab League and Turkey attempting to resolve these affairs,
    Believing that the responsibility for the actions of a country's armed forces lies with its' commanding officer(s),
    Reaffirming the obligation of the United Nations, in particular the Security Council, in preventing crimes of this nature,

    1. Condemns the violence against civilians, and the fatalities occuring thereof;
    2. Commends Turkey and the Arab League for their efforts so far in negating violence;
    3. Refers the situation in Syria to the International Criminal Court, in particular the cases of Bashar Al-Assad and some 77 other high officials;
    4. Requires that Syria cooperates fully with the International Criminal Court in relation to this resolution and the ICC investigation, and provides any additional cooperation as required by the Court;
    5. Further requires that Syria immediately ceases all armed force against civilians.;
    5. Recommends that Syria be held under a state of constant review;

    Australia hopes the General Assembly will support this resolution to ensure that a clear message is sent to the Syrian regime that the relentless massacre of civilians will go neither unnoticed nor unpunished. Australia urges all nations to vote for the protection of human rights as it is our moral obligation to do.

    As detailed in the resolution, we express our gratitude to the Arab League for their contributions, but we are concerned that the full potential of military observers in Syria is not being utilised due to the conditions demanded by the Syrian regime in relation which not only limits the Arab League contribution to a smaller number of observers than requested, but who are also unable to roam freely due to the requirement of Syrian security escorts.

    I have never heard if this AG's privilege before so I have to look into that more. In the meantime I didn't want this postponed any longer so I brought it over to the GA.
    Also remember that now it goes to the GA even if it fails in the SC as tge GA can veto the SC vote.

    The Democratic People's Republic of Korea believes that the UN should stay out of the conflict, although we fully agree with the aims of the rebels. We (North Korea) believe that what they stand for is right and honourable and support the revolution.

    Libya supports this resolution and recommends fellow nations join us in recognising the Syrian National Transitional Council as the legitimate government of Syria. On behalf of the Arab League we also thank Australia for commending our efforts in negating violence.

    It is the opinion of both Argentina and Tanzania that this does not go far enough.

    As members of this planets security council you have a responsibility to protect the people of this world from violent oppression.

    Both Argentina and Tanzania believe the time for talk is over and call for immediate military intervention in both Sryia and Yemen!

    Our aim with this resolution is not to manufacture change within Syria, but we are however extremely concerned about humanitarian crimes being committed by the regime, and it is this that we aim to end by the referral to the International Criminal Court.

    Tuvalu supports this resolution, and hopes that military intervention is not necessary. Tuvalu is glad that conditions in Yemen are not being ignored.

    Both Argentina and Tanzania support this resolution out of principle however if genocide goes unpunished then what is to prevent any other dictators from holding onto power through aggressive means.

    We and many others in the general assembly are tired of sanctions which are not achieving what is required.

    We hope that the SC is indeed considering the prospect of forced regime change in support of the people of Syria (and Yemen). As a member of the African Union (Tanzania) and a non-NATO ally (Argentina) we will support such action such the SC press ahead.

    Tunisia supports this resolution, and intends to re-address the issue in the thread of the Arab League in the near future.
