Montenegran independence and the EU

Serbia is concerned Montenegro will seek premature political independence, although there is a fine balance between Serbian nationalists and pro-independence parties (only a 2% difference seperates the two in the Montenegrin parliament). However, Serbia recognises such a small section of our federal republic is not something worth fighting over, and we would suggest that the EU recognise Montenegro should secession occur. This will aid the process of both regions joining the EU and thus improving the economic situation.

We are committed to maintaining compliance with UN Security Council Resolution 1244.

Serbia would like to know if the republic will still receive financial assistance from China - our inflation rate is above 100% and our economy has still not recovered from the Kosovan conflict.

China sees no need to change it's policy of financial aid to Serbia, so long as nothing is done to damage Sino-Serbian relations.

Exports from the FRY go largely to EU countries, and the republic imports total 50% of GDP. In order to improve living standards of ordinary citizens, and satisfy Montenegran demands for a better ecomony, Serbia suggests that the trade relationship with China be expanded - particularly in the areas of petroleum, furniture, chemicals, automobiles and machinery. Serbia could also serve as the bridge for Chinese goods to enter the European market.

**Okay this is out of my depth, I have zero understanding of international trade, but this is what I can gather China's position would be from searches in google**

China enjoys a strong traditional relationship with Serbia, and we are always willing to expand our trade relationship with our friends, especially in the area of petroleum, at this particular time when our source from Iran is under threat. China also appreciates the offer of being a bridge into the EU for Chinese goods.

China would like to assure Serbia that as long as they stick to their current position of the one China policy and we maintain a mutual non interference with internal affairs, Serbia will always have a friend in the Far East.

Serbia thanks China for this response, and would like to add that access to the large consumer base in China would aid businesses in the FRY and stimulate a reduction in the unemployment rate.

Serbia will continue to respect China's territorial integrity and sovereignty.

Serbia does not consider food imports a priority, and has a significant agriculture sector already. Increasing imports would further aggravate the debt situation. If Cuba wishes to open up its markets to our goods, we export machinery, consumer goods (textiles, footwear, foodstuffs, appliances), electronics, petroleum products, chemicals, and pharmaceuticals.

Greece stands by whatever decision the people of Montenegro make, and will recognise such a state in line with our European freinds. Greece also commends Serbia on its peaceful stance.

The referundum on independence is due shortly, and Montenegran president Vujanovic is known as strong advocate for secession.

President Tadic is committed to working towards EU membership, and it is understood Montenegro also wishes to join the Union.

Serbia, as Serbs make up over 60% of the population in the FRY, and Serbia is by far the larger republic.

Germany a member of the EU-3 shall have to discuss this with other members of the EU before a desicion can be reached.
Japan will stand by the result of the referendum, and will recognise an independant Montenegran state if that is what the people desire. However, we are also committed to retaining good relations with Serbia and hopes that our current stances can benefit both nations.

Before even thinking about joining the EU, Argentina feels the Serbian and Montenegran authorities should step up their search for Radovan Karadzic, who is wanted by the Hague for war crimes and is held responisble for leading the massacre in Srebrenica. It is the authorities duty to bring him to justice.

This is the latest news on Karadic:

In May 2005 investigators reported two separate sightings of Radovan Karadzic - allegedly with his wife Ljiljana in southeastern Bosnia and then with his brother Luka in Belgrade - as his mother was dying of cancer in Niksic, Montenegro.

Serbian police recently arrested a top aide of Karadic. We hope he will provide information that helps us capture Karadic himself.
