1st year law student. what does critically evaluate mean?

What does it mean by critically evaluate?

It just means you have to look at the problems with whatever it is you are being asked to 'critically evaluate' and assess the impact such problems have.

Use journals/books/cases etc to find out the problems and see how they impact the law.

Your own argument with balance, i.e. pros and cons.
State, describe and explain the strengths + weaknesses.

Analyse what something's strengths and weaknesses are; in what areas does is it helpful/useful and it what areas does it fall short/is inadequate - it would help greatly if we knew what topic you were doing

You made it to university?
What's good, what's bad and why. Eg, if it was 'critically evaluate the accuracy of this statement' it means do just that.
