The Duke of Wellington has some pretty good ones.
For example, while he was Prime Minister, Queen Victoria was complaining to him about the problem of pigeons getting inside the Crystal Palace. His answer was 'Try Sparrowhawks, Ma'am'.

As a Lit student, I have to give my vote to Shakespeare, probably one of the few people for which the masses would recognise his quotes straight away.
Coined the iconic line: "Be not afraid of greatness: some are born great, some achieve greatness, and some have greatness thrust upon them" in Twelfth Night.
He writes so beautifully as well, one of my favourite lines from Hamlet: "This above all: to thine own self be true."
