Sure, but that's an inherently subjective judgement, so it does come down to which of the two the govt. cares about more, business/economy or environment/health. (Although obviously it's not just business polluting, since much comes from domestic/personal use too.) So perhaps the title could have been that it cares about air pollution less than other things -- but it was hard enough trying to make air pollution sound interesting! And we've only had four posts, which shows how little the general public, or student public, is interested and/or informed in/about this.
It's also worth noting that the government's argument that it's too costly to do anything about isn't one that's widely held (it may be politically costly though, as the tabloids always moan when fuel prices rise a few pence etc.). As the select committee itself said, "air pollution costs Britain £10bn a year with 925,000 people exposed to NO2 exceeding the legal limit."
Obviously it is -- it'll just affect everyone else around too. Of course I don't think that's the govt.'s intention though. (But it certainly does keep pension costs down, although maybe that's negated by the costs to the NHS.)
