Flat always smells like weed- could we all be punished?

Flat always smells like weed- could we all be punished?
My flatmates smoke weed in our kitchen and their bedrooms (am in Halls) and though they open the windows our flat always smells strongly of weed. I don't mind them smoking, but if there was an inspection/if the cleaner noticed it would be all be punished? Could I (someone who only smokes cigarettes at uni) be penalised for not 'telling on' them?

nope/nope and nope
unless they constantly keep a 'sufficient amount to sell' in their rooms there is no problem
from a legal point of view it can only be confiscated if you don't intend to sell it (officers discretion but most say less than 50 is personal use) and you get a warning you however who doesn't smoke it obviously have nothing to worry about -

No, you have no responsibility to tell on them and you've already said that it doesn't bother you. If it did bother you though, I'd say, ask them to go outside and smoke and if they didn't, report them for being antisocial for smoking "cigarettes" on premises used by other members. -
