An introduction on the topic in the question, including a definition of the concept(s) concerned:

Neo liberalism is a form of economic policy which advocates deregulation, decentralisation, free markets and the flexible movements of goods, services, capital and people.

Followed by some sort of statement relating to the question:

So if the question was "Neo liberalism was the cause of the Arab Spring" I would first define the concept (neo liberalism) and explain what the Arab Spring was, and then make a very brief statement of how neo liberalism relates to the Arab Spring:

Academics and political commentators have suggested neo liberal economics was the central cause for a rise in unemployment, a decline in economic viability, a surge in food prices, increasing poverty and in effect, the cause for what was branded the 'Arab Spring'.
