Most - there's too many to name, but Nigeria and Indonesia must come close. In Indonesia, basically no-one has a driving licence, and when you get stopped by the police, you simply give them $5. If you have a car crash, there's no concept of insurance. The cops turn up and decide then and there who is to blame - on the basis of who gives them the most money. This isn't secret or anything - it's accepted practice.

In pakistan, they believe in equality when it comes to driving. people with and without license , all can drive, even underaged 10 year olds, without any discrimination lol. The cops dont stop you, if they do, you can even put a slap on their face and get away with it. I've seen that happen.
If you have a car crash, cops are usually not there. If they are, the poor guy spends a night in jail. If they are not, its all down to hand-to-hand combat.

There's bribery in every single state institution of that country.
-need driving license = bribe
-need admission in university = bribe
-need job = bribe
-need government contract for business = bribe
-wanna save on import/custom duties = bribe
-wanna save tax = bribe
-accused of murder, rape etc? no problem, solution = bribe
-need justice from court? = bribe
