It is 'needs'!

Practise is the verb and he said 'someone needs to practise their grammar' i.e. you need to practise it. It is a verb not a noun.
Example of 'practice' is - "You have not done your English practice."

And it is spelt, Practise*

Practise

This is the verb ‘to practise’ and also the adjective from that verb (bullet 4 below).
Examples:

I practise the piano.
You are practising golf.
The doctor has been practising for 10 years.
He is a practised man.
