    Argentina votes Yes!

    Tanzania also votes yes and looks forward to developing greater trade relations with the whole of EU. (needs another Yes vote)

    Though Japan, as an observer state, cannot vote, it wishes to express its support, and hopes to develop its relations with the EU, if it would be so inclined.

    Finland votes YES.

    Rakas is correct. Observer organisations can not vote e.g. The Holy See, but the General Assembly i.e every country can.

    The European Union would like to see more Member States voting in favour of this proposal.

    The EU is concerned about the low turnout so far on this proposal and the lack of interest in this proposal from other EU States.

    The Secretary General will hopefully be sending out a full update today and this will be one of the top items mentioned.

    The European Union is deeply concerned that the momentum to establish this is failing, what progress is being made?
