We can vote i think, it is observer organisations which cannot.
Rakas is correct. Observer organisations can not vote e.g. The Holy See, but the General Assembly i.e every country can.(Original post by DebatingGreg)

The European Union urges the Secretary-General to send another PM out informing various Reps about this proposal and encourages them to vote on it.
The EU is concerned about the low turnout so far on this proposal and the lack of interest in this proposal from other EU States.
The Secretary General will hopefully be sending out a full update today and this will be one of the top items mentioned.(Original post by toronto353)
