Is latecoming a big factor when it comes to applications?
would you consider being late 12 time since august a lot? and will it affect my chances of getting an offer for university?
Also I am going to apply for uni this year but I'm not 100% sure i will go even if i get an offer because I might work for a while first. So will rejecting an offer from university affect my chances of getting an offer when i reapply 2/3 years later at the same university? -

Unis will only know about your lateness if it is mentioned in your reference, and it probably won't be. However, getting there on time is a good habit to get into and you'll also be missing important stuff by being late.
And no, rejecting an offer has no effect on future offers.
