Elected or not i think that the requirements are important and believe that members must have served at least 2 full terms an MP.

Since there may not be enough people having served two, why not have half the chamber filled with two terms and over, and half filled with 1 term and over.

Wouldn't that just mean that it would be 100% people who had served two terms and over?

    I agree,

If we are going to give equal powers, ie chance to propose and hold equal veto then we need to have a fully elected chamber.

If we are going on a model which is similar powers to the current HoL then you can get away with an appointed chamber or a hybrid system.

I think the problem is that people who don't want to be an MP any longer have mainly lost interest in the MHoC so why would they want to become Lords?

Im afraid I still haven't got anythign done :s

So I think it would be in the best interests of the commitee for me to step down, with my exams coming up I'll barely have enough time to focus on my duties as health secretary, let alone this as well.

    Sorry

Re: Model House of Lords Establishment Committee
Well myself and Morgsie had a good discussion where we both feel that it is important that we ensure that there is a purpose for any second chamber as to ensure that it doesn't become a mimic. Discussions currently in place include trying to work to ensure deadlock or unresolvable conflict between the chambers as well as what powers we can offer it that cannot currently be offered to a HoC

We also agreed that scrutiny and legislation is fundamental and is the base line. I have said this before though.
