When you get a piercing such as a belly button? Is it stainless steel?

I think stainless steel's the most common one. Some places use titanium as well.

stainless steel or titanium; from what I can gather they're not allowed to pierce with gold or silver anyway because of allergic reactions

Titanium, due to the EU nickel directive. Stainless Steel should not be used for initial piercing.

They'll use what you ask for? I always get silver or gold as anything else can make black marks around the hole

Silver is not suitable because it's full of nickle
Gold is only suitable if it's 14K or higher.

I assure you implant grade titanium and surgical steel will not leave black marks around a piercing hole, as they are used in medical settings, especially because it is extremely rare to have allergies to them.

Anything leaving a black mark is most likely nickle based - including silver.
