Depends what sort of video you want to make really, but have you tried Windows Movie Maker? It's free and relatively easy to use.
ive tried to download it but im not sure which version, and it didnt work when i tried it

Are you trying to upload a video from a digital camera? Do you want to add text captions to it, etc?
Or are you wanting to capture content from your screen and record/upload that?
