    This House notes that the people of Britain are coping with large amounts of rain, which unless they live in Manchester they are not used to and may have unexpected expense in these times of recession.

    The House therefore calls upon the TSR Government to introduce a reduced rate of VAT on a temporary basis for all umbrellas, and for raincoats and anoraks, except where purchased by trainspotters.
