I've been to Hong Kong (once) , Tokyo (twice) and London (loads of times).
My favorite of them was Tokyo followed very closely by Hong Kong.

Though I must say, the best city I have been to so far is Bangkok

'Best city' is very subjective - best for what? All I can say really is which ones I enjoyed the most. The only one I've been to out of the four on your list is London - I live a 20-minute train journey away so I've been loads of times; I love London! There's so much history and interest and quirkiness there, and food from practically every country in the world, and culture and sport etc.

Aside from London, my favorite cities so far have been:

Santiago, Chile
Rio de Janeiro, Brazil
La Paz, Bolivia
Cuzco, Peru
Delhi, India
Bangkok, Thailand
Georgetown, Penang, Malaysia
Sydney, Australia (I would also have put Melbourne, only I was there for less than a full day so can't really include it on that. What I did see looked amazing, though.)

I fully expect to add Lisbon, Portugal to the above list after I've been there next month. I've done a lot of reading about it and it sounds wonderful.

Other cities which come very close to the above, IMO, are;

Auckland, Arequipa (Peru), Sucre (Bolivia), Kuala Lumpur, Paris, Edinburgh, Singapore, and Siem Reap & Phnom Penh (Cambodia)

Fair enough. I prefer Glasgow myself, I prefer the architecture and it has more character.

I thought New York was one of the best places I had been to, New York and Istanbul.

Tokyo looks really nice, I would love to go later on, their culture looks really fascinating.

Best city to raise a family is Perth, Australia.

London is still top for me. Although I was born there so maybe I have some sort of intrinsic connection. Its just the atmosphere, the markets, the backstreets. Theres almost like a harsh beauty to it. It's not picturesque by any means, but it's my city.

Paris is a close second though.

Finally New York, meh. Far too overhyped. Lived there for 5 years and everyone is much too concerned with being seen at the coolest nightclub with the celebrities etc etc. Its aesthetically pleasing, sure. But not somewhere I'd choose to live.

Well, in the case of Siem Reap I suppose the spectacular Angkor complex is really the most important thing, rather than the city itself (though it's only a couple of km outside the city so is easy to cycle to), but I did like what I saw of the city as well. In the case of Phnom Penh, I should take it off the list really because I didn't actually see much of it apart from the Museum of Genocidal Crime and Cheung Ek (one of the Killing Fields). It was a very sobering experience, quite horrifying at times. Just think, out of roughly 17,000 prisoners held at the prison (which was turned into the museum after liberation), only 12 people were known to have survived.
