    It depends on the uni, but I don't think so.

    Completely depends on the uni, you should check on their website to find out as for some you should have already applied and may be risking not getting in halls by not applying asap.

    I had to apply for my insurance, yet my firm won't let me apply until I'm unconditional firm.
