How do I get rid of belly rolls?

How do I get rid of belly rolls?I have 'rolls' on my belly, just under my breasts and above the belly button.
I can't seem to shift it here, no matter what I do.
I don't think it's a weight issue, as i'm a size eight and quite slim generally. Does anyone know why this might be? Or how to help get rid of them?
