problemw with applying for student finance
I was at University for 3 years but did not finish my course. I did the first year two times and then did the 2nd year.

I have now decided to go back to uni.
I have found out that I will be helped with my last year and will receive some maintenance loan.

What i want to know now is can i fill up the application form on Sep? I currently am living with my parents abroad on a holiday for the next few months and do not have a UK address. I also do not have a bank account since i was asked to close it.

When i go back to the UK i will move into my student accommodation and have an address. I will also then open my account.

Thus i have no option but to complete my forms late.

I am already in their system I just need to apply for the new uni.

If i do so how long could it take before i can get my maintenance loan. The fees for my uni does not matter as I will be paying for it.

You can apply for it up to 9 months after the start of your course. How long it'll take is anyone's guess really - they will prioritise all those who applied before you.
